So I'm wondering. Suppose someone (let's say Mike) tells you something that is not true (eg. the sky in Tanzania is purple with green polka dots). However, the Mike who told you this false information seriously believes that the Tanzanian sky is purple with green dots. Is Mike a liar?

Not necessarily. It's implied that he believes what he says is true, so technically he can't be a liar unless he knew that wasn't true.

No, because it isn't true. But that doesn't automatically mean he's lying if he sincerely believed that the sky was purple. That means he's either a moron or just plain nuts.
